Created a native mac/windows app

I built a native app for Mac and Windows for making GIFs.

It exists because the online converters are all slower than the task deserves and most of them want an upload. Writing a small native tool for something you do often is one of the more reliable pleasures of the job, and it keeps my hands in the code rather than only in the architecture diagrams.
